Interview with Mr  Dr Saiful Rahman MM,

"If we are talking about improving the quality of education in East Java that is inseparable from the character formation of students in the appreciation and practice of the values of Pancasila as well as appreciation of the value of humanity and nationality Indonesia as the firmness of faith and piety, morality, ethics, the concept of nationalism, strong personality physically healthy dam, through learning activities ". So that was delivered by Dr Saiful Rahman MM, M. Pd Head of East Java Provincial Education Office during an interview with me at the East Java Educational Variety  on TVRI Program (Ragam Pendidikan on TVRI)  production  UPT Tekkomdik East Java Provincial Education Office.

East Java as a province that has a high interest in the development of education in the global era. Then the management of education should put emphasis on providing excellent service education as a whole includes content, context, input, process, output and come out in order to produce a human being capable of developing creativity in the creative-productive, to have  sense of initiative and work. thus becoming whole human beings in accordance with the character of Pancasila.

Through  media Pancasila character education is an activity that aims to train the physical, emotional, social and spiritual the participants encouraging them positive activities in the community, forming a cadre of the nation as well as forming cadres who believe cautious development as well as sound science. Therefore, East Java Provincial Education Department supports the scout movement in schools by working with Kwarda (district Agency)  to provide empowering, enlightening and enabling to form and have the character of Pancasila.

By following the scout program is implemented with learning a fun, creative, challenging and up to date as the use of Information Communication Technology . Learners are expected to follow the scouts voluntarily with the high interest, so that the quality out come is obtained can be awakened life skill learners who have the personality and spirit of Pancasila leadership, discipline in thought, attitude and work ethic, healthy and strong mentally and physical as well as having a soul patriotism and national awareness. As a provision for learners in the face of global competition. East Java Education Agency facilitates various competitions scouting as well as education and human resource development field scouting through various educational and training institutions.
